Invalid claims to "private property" are theft

The problem with "private property" is people often claim to own land they do not rightfully own and thus prevent other people from accessing land they could rightfully own.  I don't object to someone owning a house they regularly live in and keeping others out but I object to someone claiming to own land and never using it accept to keep people stuck paying rent to them by denying people access to unused land in order to charge rent at another different location where they have a apartment complex.  As that the person would not be renting a apartment if they were not forbidden from using the unused "private property" that contains no buildings just a uninhabited plot of land.
