Many people whether than trying to live a moral life simply claim it something is legal according to legislation it is not morally wrong to do and if it is illegal it is morally wrong to do. If something is required as a mandatory action by law they claim it is morally wrong not to do. This simply can not be true in any morally coherent value system as there is nothing to prevent one law from contradicting another and in fact such contradictions frequently occur as such laws are voted on by people who possess irreconcilable moral value systems instead of a single person with a single coherent moral value system.
Nor is there any serious attempt to prevent contradictions with previous laws as no one has read all laws in the past before voting on current laws to check for contradictions. The proper interpretation of such laws is very much so unclear as a series of judges may conclude different rulings about the application of such laws each over ruling a lower ranking judges deliberation not does the supreme court understand consistently as their voting is often not unanimous showing disagreement.
Furthermore which so called country has jurisdiction is highly disputed as in the case of revolutionary wars and civil wars in which case any new government formed can not be morally obligatory to obey simply by being called the current government because the formation of the new government hinged on it being morally acceptable to disobey another government.
