Potential energy and begging the question

Potential energy comes from the predisposition of conservation of energy when you add up all other types of energy before and after an event, whatever energy is lost from the event is said to be additional potential energy to the energy potential energy already there but if energy is gained instead they claim there is a equal loss in potential energy thus energy is already calculated as conserved through circular reasoning that begs the question.I
